PROBLEM TO BE SOLVED: To provide a seal holder capable of giving an imprint of seal having a uniform density in the case of impression by uniformly adhering a vermilion ink to a seal surface. SOLUTION: The seal holder comprises a lower case 1, an upper case 2, an inner cylinder 4 for mounting a seal 40, a vermilion ink tray 8 capable of lowering and impressing the seal 40 by shielding a lower part of the seal 40 at a raised position of the case 2, contacting a vermilion ink 9 held at the raised position of the case 2 in parallel with a seal surface 41, lowering the case 2 cooperatively with the case 2 at an initial stage of lowering the case 2 and further rotating cooperatively with the case 2 at a rear stage of lowering the case 2, and an inner cylinder locking unit 7 capable of lowering together with the case 2 by enabling lowering of only the tray 8 preventing lowering by fixing the cylinder 4 to the case 1 against a force of a spring 3 at the initial stage of lowering the case 2 and releasing the cylinder 4 from the case 1 at the rear stage of lowering the case 2.
