PROBLEM TO BE SOLVED: To provide stabilizing construction method and device for a floating body structure without influences due to differential settlement of bearing ground and fluctuation in a water level over a long period and without swinging due to wave motion. SOLUTION: The floating body structure 1 is stabilized by fixing a holding means such as a steel pipe pile 5 to the bearing ground 4 on a lower side of the floating body structure 1 floated on the surface 2 of the water and interposing motion damping means such as asphalt 6 and a piston 5b between the holding means 5 and the floating body structure 1, when a relative distance of the surface 2 of the water and the support ground 4 on the lower side of the surface 2 of the water is fluctuated.
