PROBLEM TO BE SOLVED: To provide a device and a method for reading image, with which image reading time is remarkably shortened and image recognition can be accelerated. SOLUTION: In the image reading method for reading the image of an image pickup target by means of an image pickup sensor, which is provided with a light receiving part 20 arranged with plural pixels equipped with light receiving elements in the form of lattice, capable of reading an image signal out of any arbitrary pixel, a read area to become an image read target inside a field of view of image pickup is set and an address calculating part calculates the address of the pixel in the light receiving part corresponding to this read area. When reading an image, an address signal is generated to the light receiving part 20 by a read control part 24 according to the address and timing from a timing generating part 34 and an image signal is outputted only from the pixel corresponding to the read area. Thus, image reading time can be remarkably shortened by excluding image reading from unwanted ranges.
