PROBLEM TO BE SOLVED: To provide a western style water closet making a building manager's intention compatible with a user's use in winter. SOLUTION: A toilet-bowl flushing device 2 is provided with a stepping motor 6c, a manual handle 6e enabling an on-off valve 6a for a rim and an on-off valve 6b for a jet to be manually opened, a position sensor 7b and a pulse count device 7c for detecting the states of the on-off valves 6a and 6b, a pulse oscillation circuit 7d for controlling the stepping motor 6c in a desired mode according to a signal detected by the position sensor 7b and the device 7c, and the like. The circuit 7d and the like permit the on-off valves 6a and 6b to be returned to an initial state after the performance of the mode in the initial state wherein the on-off valves 6a and 6b are opened by means of the manual handle 6e.
