PROBLEM TO BE SOLVED: To provide a fixing device, by which the quick rise of the surface temperature of the heat-generating layer of a surface layer is attained, by preventing the flow-out of heat from the heat generating layer of the surface layer to the inside and also the uniformization of the heat in a horizontal direction including the paper passing pat and the paper non-passing part of a fixing roller member, when transfer materials are successively passed at a fixing time is attained, and the diffusion of the heat in the axial direction of the fixing roller member is prevented, and also the temperature fluctuation of the inside of the fixing roller member is reduced. SOLUTION: In this fixing device, a cylindrical type electromagnetically induced fixing rotating member is formed, by providing a cylindrical thermal conductive base body, having an electromagnetically induced heating body at the inside, an elastic heat-insulating layer at the outside of the thermal conductive base body and a magnetic elastic heat generating layer at the outside of the elastic heat-insulating layer, and the magnetic elastic heat generating layer consists of an elastic high polymer material and a magnetic material.
