PROBLEM TO BE SOLVED: To provide a method and a device for winding fiber on a cylindrical body so that the fiber uniformly shares stress in inner and outer layers, and fiber winding goods. SOLUTION: In this device having a tensile force applying device 2 for applying prescribed tensile force to the traveling fiber and a winder 4 for circumferentially laminating and winding the fiber on the cylindrical body, the tensile force applying device 2 and the winder 4 are connected to a control device 5, and the control device is set so that tensile force of the fiber in the outer layer becomes smaller than tensile force of the fiber of the inner layer.
