PROBLEM TO BE SOLVED: To reduce roughness texture, caused by film particles without shading off a contour in an image, when forming the image in a photosensitive material using digital image data. SOLUTION: The image-processing device is provided with a Y/C separation part 6 for separating the image data into color difference data BYxy.RYxy and brightness data XYxy; a color noise elimination part 14 for smoothing the color difference data BYxy.RYxy, a density noise eliminating part 15 for smoothing the brightness data XYxy; and a noise elimination ratio operation part 7 for calculating a dispersion value DP for indicating the change in the brightness data XYxy in a two-dimensional coordinates space, calculating the ratio between the smoothing processing of the color difference data BYxy.RYxy and that of the brightness data YYxy for each unit region of the images, and outputting the obtained ratio to the color noise eliminating part 14 and the density noise eliminating part 15.
