PROBLEM TO BE SOLVED: To dynamically manage the number of slots to be assigned between a mobile station and a base station to utilize the mobile section effectively and efficiently. SOLUTION: In a mobile communication system of TDMA comprising a channel control station apparatus E1 connected to a radio base station apparatus B1 for controlling a radio channel, a determination unit 13 of the channel control station apparatus E1 detects whether a slot is available is possibly correcting to the information amount and priority before the transmission of the data acquired from a mobile station apparatus A1 is started. When a desired slot is not available, priority and data amount of the call already in communication between the mobile station apparatus in the service area and the base station apparatus are compared with the received information for determination. The assignment control unit 14 assigns a slot of radio channel to a mobile station apparatus newly making a data communication request in accordance with the result of the determination unit 13.
