PROBLEM TO BE SOLVED: To provide a transparent conductive film, where a resistance value by an application method is low, and scattering is little, and to provide the manufacturing method. SOLUTION: The transparent conductive film contains a compressed layer 12 of conductive fine particles acquired by compressing a layer containing conductive fine particles formed on a base 14 by application. The compressed layer of the conductive fine particles contains resin when compressed. The resin content is the volume of <=73 in case that the volume of the conductive fine particles is 100, when expressing the content by volume. The transparent conductive film is impregnated with a transparent material after compressing. The layer containing the conductive fine particles is formed by application of a dispersing agent on the base and drying it, which contains the conductive fine particles and the resin whose volume is <=73 in case that the volume of the conductive fine particles is 100, when expressing the content by volume ahead of dispersion.
