PURPOSE: An advertisement mediating system is provided to enable a netizen to watch public information of a web site and to move to the corresponding web site through an advertisement and enable a netizen, who manufactured the advertisement, to receive a partial portion of advertising costs by loading the advertisement on a public morgue and a public bulletin board of the Internet when the netizen manufactures the advertisement using an image, a flash, and a moving picture and an advertiser selects the advertisement. CONSTITUTION: When an advertisement is received, advertisement information is informed to members of an advertisement mediating web site. The members of an advertisement mediating web site manufacture an advertisement. The manufactured advertisement is transmitted to an advertiser. The advertiser selects the advertisement. The selected advertisement is loaded on public morgue and a public bulletin board of the Internet. The number of connected times is calculated. Advertising cost is charged. The advertising cost is distributed to the members who manufactured the advertisement.
