PROBLEM TO BE SOLVED: To provide a system in which an information provider can actively distribute information to a user without giving the user a choice of the permission/rejection of information distribution. SOLUTION: User computers 3a to 3c can be connected to the Internet 4 with dial-up connection. An information providing server 1 accesses an inactive user computer from the nearest one among access points 9a to 9c through a public line 10 and transmits an automatic start request instruction, and when the server 1 subsequently receives an information distribution request instruction form the user computer, the server 1 transmits information to be distributed to the user computer. When the inactive user computer receives the automatic start request instruction from the information distributing server, the inactive user computer automatically starts itself, transmits the information distribution request instruction to the information distributing server, subsequently receives information from the information distributing server and stores the information in its own storage device among storage devices 7a to 7c.
