PROBLEM TO BE SOLVED: To provide a battery voltage detector for efficiently detecting cell voltages and a hybrid vehicle control device for preventing the deterioration of the whole battery due to excessive charge/discharge of cells by controlling the charge/discharge of the battery in accordance with the cell voltages detected by the battery voltage detector. SOLUTION: A CPU 40 connects analog switches in multiplexers 20a, 20b, 20c to all cells constituting corresponding modules 1a, 1b, 1c in sequence at starting of a battery voltage detector to acquire the voltages of all cells constituting the battery 1 and transmit the acquired cell voltages to the external control device. On the other hand, after starting the detector, the voltages of the cells showing the maximum cell voltage and the minimum cell voltage out of the cell voltages acquired at starting are only detected at preset intervals and the detected cell voltages are output to the external control device.
