A remote instruction and communication system (10) includes a central server (100) and a database server (110). The database server (110) has a data storage, storing data including topic units and resource data. Each topic unit has a number of modules. Each module includes a number of contents. Each module is associated with a function and each module is indexed according to the function and the contents. The central server (100) is connected to a communication network and the database server (110). The central server (100) includes a web server, a topic access module and a resource data access module. The web server is configured to communicate with a web client executed on a remote computer (120A). The topic access module is configured to send and receive the topic units to and from the database server (110). The topic access module is configured to communicate with the web server. The resource data access module is configured to send and receive the resource data to and from the database server. The resource data access module is configured to communicate with the web server.
