PROBLEM TO BE SOLVED: To provide a controller for an internal combustion engine with a turbocharger, capable of achieving low fuel consumption and low pollution by controlling the revolutions of a motor of the turbocharger so as to operate the internal combustion engine in a high efficiency region of fuel consumption to be determined from the engine speed and load. SOLUTION: This controller for an internal combustion engine with a turbocharger having a motor is provided with a means for controlling the motor. The means for controlling the motor sets the upper limit load of the internal combustion engine so that load of the internal combustion engine may be within a high efficiency region of fuel consumption, and the revolutions of the motor are controlled so that the load may be not more than the upper limit load.
