PROBLEM TO BE SOLVED: To provide a coating agent for forming a titanium oxide film that is capable of easily forming a porous titanium oxide film, a method for forming a titanium oxide film, and a photocatalyst. SOLUTION: The coating agent for forming a titanium oxide film comprises (A) a titanium compound having a group which is formed into a hydroxy group by hydrolysis and/or an aqueous peroxotitanic acid solution prepared by mixing a low condensate of the titanium compound with aqueous hydrogen peroxide and (B) a polyethylene glycol. The method for forming a titanium oxide film comprises applying the coating agent to a substrate and thereafter calcining the coated substrate at a temperature of not less than 200 deg.C to form a porous titanium oxide film. The photocatalyst is produced by forming a porous titanium oxide film on a substrate by the method for forming a titanium oxide film.
