PROBLEM TO BE SOLVED: To accurately issue an alarm about reduction in the voltage of a battery for supplying electric power used for driving of a load, such as the cutoff valve of a gas meter by monitoring the reduction. SOLUTION: A cutoff number counter 5 counts the number of cutoffs of the cutoff valve V and outputs the power consumption value of the battery which are necessary for one cutoff each time a cutoff is counted to a battery remaining capacity counter 7. A reset number counter 4 counts the number of resets of the cutoff valve V and outputs the power consumption value of the battery necessary for one reset, each time one reset is counted to the battery remaining capacity counter 7. The battery remaining capacity counter 7 subtracts the power consumption value of the battery necessary for one cutoff or one reset, from the previously stored battery remaining capacity.
