PROBLEM TO BE SOLVED: To provide a floor-heating system, capable of realizing a comfortable space by permitting a user of floor-heating to select fixed control or room temperature control. SOLUTION: Warm water mats 5, 6 are connected with a heat source machine 2 of a floor-heating system 1 via warm water piping 3, 4. Thermally-operated valves 9, 10 are provided on the warm water piping 3, 4. A floor heating controller 7 is connected to the heat source machine 2 through a signal line 8. In the floor-heating controller 7 there are disposed a mode display section, set temperature display section, mode switch, a temperature-adjusting switch, set temperature display section, mode switch, temperature-adjusting switch, operation switch, and room temperature sensor 14, etc. Every time the operation switch is depressed, the operation is switched in the order of an A system and a B system, to the A system, and to the B system, and hence an any system can be selected for setting. Every time the mode switch is once depressed, the modes are altered in succession to low, middle, and high settings for room temperature control and fixed control, and hence any mode can be selected and set.
