PROBLEM TO BE SOLVED: To provide a device for preventing falling which improves safety by preventing the falling of a moving member such as an ascending/descending frame and an apparatus for discharging a product. SOLUTION: The ascending/descending frame (32) is fitted to a belt (ascending/descending belt 30) which is stretched between pulleys (44 and 46) and rotated. When deflection or breakage is generated, by fixing the frame (32) to the side of a fixed member (ascending/descending frame 28), the ascending/descending frame is prevented from falling to improve safety.
