PROBLEM TO BE SOLVED: To provide a planting panel or pallet environmentally preferable and capable of being laid on a slope or a wall of from 40 degree up to perpendicular, and even on a laying surface having a curved face. SOLUTION: The planting panel or pallet has such a structure that unspecified number of cylinders in which a nursery bed is placed are placed on one side of a resin board, and a water-absorbing mat is placed on the other side of the resin board. As shown in Figure 2, on the main body 1 of the panel or pallet, and cylinders 5 are integrally formed. The cylinders 5 have each a flange 6 on the inner side of the upper surface, and nursery beds 4 are placed in the cylinders 5. Subsequently, a water-absorbing mat 2 is placed on the reverse side of the main body 1 of the panel or pallet, the water-absorbing mat 2 (e.g. nonwoven fabric) is pressed by a mat-press 3. Both the ends of the mat press 3 are fixed with rivets.
