PROBLEM TO BE SOLVED: To provide a catalyst for cleaning exhaust gas capable of sufficiently enhancing catalytic activity at the time of low temperature of the exhaust gas of an engine to enhance exhaust gas cleaning efficiency. SOLUTION: In a first exhaust gas cleaning catalyst 6 for cleaning the exhaust gas of the engine, palladium is distributed on a second catalyst coating layer in high concentration at the part from the vicinity of the end part on the exhaust gas inlet side of the catalyst to a predetermined downward position and this part has a palladium support layer 13 formed thereto. On the downstream side of the palladium support layer 13, no palladium is contained in the second catalyst coating layer at all and this part has a palladium-free layer 14 formed thereto. By this constitution, at the time of low temperation of the exhaust gas of the engine, catalytic activity is sufficiently enhanced and exhaust gas cleaning efficiency is enhanced.
