PROBLEM TO BE SOLVED: To prevent landfill leachate bleeding out of landfilling matters from penetrating the ground and store rain water raining down in the landfill site. SOLUTION: A first structure body 3 and a second structure body 15 are laid in layers, water shielding sheets 8, 20 are spread on the respective first and second structure bodies 3, 15, and the first structure body 3 and the second structure body 15 respectively comprise a plurality of unit members 26 joined each other. In the first structure body 3, a space 5 to made water leakage out of a broken point 9 of the water shielding sheet spread on the structure body 3 is formed and in the second structure body 15, a space 17 capable of storing rain water is formed. A camera-attached robot working vehicle equipped with a monitoring camera 51 for detecting the water leakage is also installed so as to repair the broken point 9 where water leaks.
