PROBLEM TO BE SOLVED: To provide a sandbag which is lightweight and conveniently handled in a case where the sandbag is requested. SOLUTION: A sandbag material with compressed dry coconut shell fibers formed therein is sealed in a bag, and water is fed as necessary to form the sandbag which is increased in mass and weight.
