PROBLEM TO BE SOLVED: To improve a steering operation force generated during starting of running, responsiveness, acceleration performance, or a steering operation force generated during deceleration, and cavitation without worsening fuel consumption in an idle state during a work. SOLUTION: The revolutions of prime mover control device comprises a discriminating means 24B to discriminate a running state and a working state; and a number of idle revolutions setting means 24C to set the rather high idle revolutions suitable for running when running is detected and set rather low revolutions suitable for a work when a working state is detected.
