PROBLEM TO BE SOLVED: To enable easily supporting the operation of an internal combustion engine device according to a failure level, when the internal combustion engine is failed. SOLUTION: A failure diagnosis is carried out about each failure diagnostic point by a failure detecting means 4, and a failure level of the internal combustion engine device is determined by a failure level setting means 5 from a failure level value applied on each failure diagnostic point in advance and the result of the failure diagnosis. A high-idle property by PID controlling corresponding to the determined failure level is calculated by a maximum injection amount setting means 7, thereby operating the internal combustion engine device. The failure level can be taken as an added value of failure level values about all failure diagnostic points diagnosed as a failure, however, if all failure level values about the failure diagnostic points diagnosed as a failure are not more than a specified value, the failure level can be assumed as a specified low failure level.
