<p>PROBLEM TO BE SOLVED: To improve video transmission and storage efficiency of animation encoding method by omitting the compression of no-changing videos. SOLUTION: On the encoding side, a JPEG file containing header information is outputted by compressing all MCUs at outputting of a refresh frame, and the MCU designated from an MCU designating means is compressed and the MCU number, MCU data, and intra-MCU code rate of the compressed MCU are outputted at outputting of an inter-frame. On the decoding side, the JPEG file of the refresh frame is reproduced by means of a JPEG decoder, and is also stored in a memory for buffer upon receiving the file. Upon receiving the data of the inter-frame, in addition, the MCU number, intra-MCU code rate, and code data are read out and the corresponding data are decoded by replacing the data, by referring to a buffered pointer.</p> |
