PROBLEM TO BE SOLVED: To enable a provider to effectively propose an article to a user and the user to make an arbitrary choice through the article proposal. SOLUTION: An article proposal assisting server 4 receives a proposal request 12 having article proposal conditions specified from a user terminal 1A by a user request reception part 47 and a retrieval request part 51 retrieves providers which provide articles meeting the article proposal conditions and sends a proposal request 23 to provider terminals 1A to 1M of the retrieved providers. A proposal management part 52 receives and holds proposal notices 24 of article proposals responding to the proposal request from the provider terminals 1A to 1M. At a browsing request 13 from the user terminal 1A corresponding to the proposal request 12, article proposals to the proposal request which are held by the proposal management part 52 are edited by a proposal presentation part 61 and presented to the user terminal 1A.
