SOLUTION: The terminal connection system 300 of this invention is configured such that the terminal connection device 100 of this invention receives a connection request from a first communication terminal 14 and receives state information designating a state of a second communication terminal 16 via a second communication network 12 different from a first communication network 10 to which the first communication terminal 14 and the second communication terminal 16 are connected. Upon the receipt of a connection request, a terminal connection control section 104 interconnects the first communication terminal 14 and the second communication terminal 16 on the basis of the state information.
