PROBLEM TO BE SOLVED: To provide a ciphering device using a standard algorithm for ciphering data, which is speedy, and has a small area and small power consumption. SOLUTION: This ciphering device is provided with an input buffering means for receiving plain text blocks in byte units, and outputting 1st and 2nd 32-bit plain text blocks using the 1st clock as a trigger, a ciphering means for ciphering the 1st and 2nd 32-bit plain text blocks and generating the 1st and 2nd 32-bit ciphered text blocks using a time-division ciphering function and using the 1st and 2nd clocks as triggers, and an output buffering means for receiving the 1st and 2nd 32-bit ciphered text blocks using the 2nd clock as a trigger, and outputting the 1st and 2nd ciphered text blocks in byte units.
