PROBLEM TO BE SOLVED: To perform a work which is almost similar to a normal work even when the detection of the number of rotation of engine by a number of rotation sensor is made invalid. SOLUTION: This power controller equipped with a hydraulic pump 2 to be driven by a motor 1 and a number of rotation sensor 23 for detecting the number of rotations of the motor 1 for controlling the suction power of the hydraulic pump 2 based on the detected output of the number of rotation sensor 23 is provided with a signal outputting means 22 arranged separately from the number of rotation sensor 23 for outputting a signal equivalent to the number of rotations of the motor 1, an emergency instruction means 24 for outputting an emergency instruction, and a power control means 21 for controlling the suction power of the hydraulic pump 2 based on the detected result of the number of rotation sensor 23 when any emergency instruction is not outputted, and for controlling the suction power of the hydraulic pump 2 based on the output signal of the signal outputting means 22 when the emergency instruction is outputted.
