PROBLEM TO BE SOLVED: To extract image of on-pole materials highly accurately from a thermal image obtained by photographing the on-pole materials of a distribution pole and its periphery, without using a visible image. SOLUTION: The image of a long member is extracted from the thermal image, obtained by photographing the distribution pole equipped with the long member and the on-pole materials arranged with a known position relation to the long member (step 4-8). The image of the on-pole materials is searched and extracted at the spot, corresponding to the known position relation to the image of the long-length member and at its periphery (step 9-11).
