PROBLEM TO BE SOLVED: To provide a receiving device that matches program clocks without the need for expanding a transport stream subjected to time base compression. SOLUTION: An offset calculation section 8 uses packet location information received from a packet counter 6 to calculate an offset of a PCR(program clock reference). An offset value addition section 9 outputs a corrected PCR obtained by adding the offset received from the offset calculation section 8 to the PCR received from a demultiplexer 7 to any corresponding PLL section among PLL sections 10-1-10-8. The PLL sections 10-1-10-8 use the corrected PCR received from the offset addition section 9 and a system clock from any corresponding one of voltage controlled crystal oscillator(VCXO) 11-1-11-8 so as to match program clocks corresponding to transport streams.
