PROBLEM TO BE SOLVED: To solve the problem that information is not prevented from being omitted or duplicated by a system switching method taking only phase into account. SOLUTION: In the non-interrupting switching method in a packet processing unit provided with processing systems in a redundant way each of which breaks down a packet of a subordinate layer into a packet of its host layer, applies prescribed processing to the host layer packet, assembles the packet into the original packet again and outputs the original packet, attribute information denoting an active system or a standby system added to the packet of the subordinate layer is given to the host layer packet as it is after disassembling as the processing.
