PROBLEM TO BE SOLVED: To overcome the problem such that completion of communication in a cell becomes difficult since radio channel satisfying QOS is not assigned when traffic amount is large in the case that application in which completion of communication is necessary in the radio cell exists in a radio system. SOLUTION: A connection demand signal from a mobile station contains a mobile station ID and an application identifier to which connection is demanded. A base station refers data base and gives priority of assignment of MDC to a connection demand whose priority is high. The base station checks contents of MDC during communication. In the case that prescribed radio channel quality is not satisfied, the base station borrows MDC whose priority is low, combines the MDC during communication with the borrowed MDC and performs transmission by inserting the same contents in the plurality of MDC's (903).
