PROBLEM TO BE SOLVED: To provide a developing device, a process cartridge and an image forming device capable of stably supplying satisfactorily electrified toner to an image carrier for a long period and always presenting high image quality. SOLUTION: The device is provided with a developing roller 5 for carrying the toner 8 to a photoreceptor drum 1 with an electrostatic latent image formed, and a toner electrifying roller 18 for applying a voltage on the toner on the developing roller 5 so as to electrify the toner, and a 1st bias is applied on the developing roller 5, and a 2nd bias is applied on the toner electrifying roller 8, and also, the device is provided with a bias control means 22 for controlling the potential difference between the 1st bias applied on the developing roller 5 and the 2nd bias applied on the toner electrifying roller 18. |
