PROBLEM TO BE SOLVED: To provide a panel heater for a liquid crystal display element permitting high quality liquid crystal display at low temperatures by improving a current characteristic of a heater, and also permitting improvement in reliability by reinforcing electrode terminals in a degree of adhesion to a transparent conductive film. SOLUTION: Plural inflow openings 22 are formed, through which anisotropic conductive film 12 inflows when the electrode terminals 21 are bonded at the edge part onto the transparent conductive film 8 by thermo-compression.
