PROBLEM TO BE SOLVED: To recycle granular materials adhered with heavy metals by efficiently making the granular materials non-polluting. SOLUTION: The granular materials adhered with the heavy metals are fed into a grinding treatment device 30 where the granular materials are subjected to grinding treatment to make the grains finer by adding treating water mixed with a heavy metal insolubilizing agent to the granular materials and rubbing the granular materials against each other, following which the granular materials of prescribed grain sizes or above are classified and extracted again by using a cleaning water mixed with the heavy metal insolubilizing agent.
