PROBLEM TO BE SOLVED: To provide a tiltable headrest frame simple in structure. SOLUTION: This headrest frame 40 is made like an enclosure by continuously bending a long rod with a suitable thickness to form a frame top, right and left frame sides and right and left short frame bottoms 15, 16. A stay drawing shaft is provided with right and left heads 18, 19 at both ends, and separated from the heads 18, 19 by undercuts 22, 23, and right and left stoppers 20, 21 are projected on the outer peripheral surfaces of both end sides. The shaft is stretched between the right and left short frame bottoms 15, 16 of the headrest frame 40 and fixedly mounted, slits 28, 29 with a designated oscillating width are cut in the tips of top arms 26, 27, the corresponding ends of the stay drawing shaft are fitted to the top arms 26, 27, and the top arms 26, 27 are partially caulked and stopped to be rotatable in a prescribed range.
