PROBLEM TO BE SOLVED: To prevent friction of a wire and a collar of a bobbin in a wire delivering method for vertically delivering the wire to a bobbin shaft. SOLUTION: This device is constituted of a delivering mechanism 3 for delivering the wire 1 wound on the bobbin 2, a traveling position detection means 5 for detecting fluctuation (deviation) of a traveling position of the wire 1, a traverse mechanism 4 for moving the bobbin 2 based on fluctuation of the traveling position of the wire 1, a bobbin position detection means 6 for detecting a delivering position of the wire 1 delivered from the bobbin 2 and a control part 7 for controlling an operation of the traverse mechanism 4 based on the detection results of the traveling position detection means 5 and the bobbin position detection means 6. Based on fluctuation of the traveling position of the wire 1 delivered from the bobbin 2, the traverse mechanism 4 moves the bobbin 2, keeps the traveling position of the wire 1 constant, vertically delivers the wire 1 to the bobbin shaft, stops the operation of the traverse mechanism 4 and delivers the wire 1 from the vicinity of the collar of the bobbin 2 in a section in which a delivering position of the wire 1 is a required number of turns from the side of the collar of the bobbin 2.
