PROBLEM TO BE SOLVED: To provide a method for decomposing ammonia in sea water, by which active chlorine can highly be removed with a small amount of activated carbon with the maintenance of a high NH3-decomposing rate without causing the decrease of the NH3-decomposing rate and the increase of the active chlorine due to the change in the concentration of NH3 and the change of pH, and to provide a device therefor. SOLUTION: This method for decomposing the ammonia in the sea water comprises disposing an anode and a cathode comprising an electrically good conductor in the sea water containing the ammonia or ammonium ion, applying an electric current between the electrodes in an electric current/NH3 ratio =electrolytic current/[total NH3 concentration (mole/liter)×flow rate (liter/sec)×3×96,500]} of <=1 to decompose the ammonia or its ion, and then supplying the sea water after the electrolysis into an activated carbon-filled layer to remove the active chlorine in the sea water.
