PROBLEM TO BE SOLVED: To provide a wire tensioner and a wire tensioning method using it for easily and accurately setting the reference line and the reference point without polluting the tensioner body while simplifying the operation. SOLUTION: A main body 45 is constructed by turnably mounting a holding part 39, which is capable of housing a driving-in needle, on a base 31 comprising a driving-in cutter 37. An extending part 30 which extends in the opposite direction of the driving-in cutter 37 is mounted on the rear face of the base 31, having a gripping part 11 arranged. A reel 17 capable of winding wire 21 around and unwinding or rewinding the wire 21.
