PURPOSE: A foreign language learning method and apparatus using the Internet is provided to enable a learner to efficiently learn a foreign language by a video communication with a specialist in the foreign language through the Internet at an inexpensive price regardless of time and space. CONSTITUTION: A plurality of customer computers(110) are used by persons who are learning a foreign language through the Internet(100). A plurality of expert computers(120) are used by foreign language experts. A foreign language learning management server(130) is equipped with a storing unit(132) capable of storing and outputting all sorts of information on customer members, expert members and so on to a database. The customers connect to the foreign language learning management server(130) through the Internet(100) and input personal information. The experts connect to the server(130) through the Internet(100) and input personal information. The server(130) identifies the information inputted from the experts and tests abilities to teach foreign languages of the experts. In addition, the server(130) stores information on the experts determined as expert members.
