<p>PROBLEM TO BE SOLVED: To attain signaling by decreasing an upper limit of an average rate warranting variable bit rate data (b-VBR) instead in order to decrease a band that is ensured at minimum for bypass connection on the occurrence of a fault and in order to surely transmit important CBR(constant bit rate) data. SOLUTION: When a fault discrimination section 62 of an ATM unit 1 detects occurrence of a fault in a state to set up connection to an opposite device, in the case that a traffic class identification section 63 identifies it that traffic class information set to the connection indicates a class (b-VBR) handling non- real time data taking bypass into account, a traffic parameter change section 64 changes a parameter denoting an upper limit of a warranted average rate of transmission reception rate information from a parameter g-SCR (Sustainable Cell Rate) into a parameter d-SCR for bypassing. A setup message transmission reception section 66 sets the d-SCR and the b-VBR to a variable length information element of a setup message, and transmits the resulting element to an ATM unit that is a bypass object to set the connection.</p> |
