PROBLEM TO BE SOLVED: To provide a large-scaled integrated circuit that reduces the power consumption without causing any deterioration in its performance at a low cost. SOLUTION: A peripheral block 1 has input buffers 11, 12, 13, 14 that respectively receive signal groups A, B, C, D. A peripheral block 3 has output buffers 15, 16, 17, that respectively output signal groups E, F, G. The input buffer 14 receives the signal group D. An access detection section 6 writes access information in the signal group D and gives the information to a stop mode generating section 5. The stop mode generating section 5 receives a signal from the access detection section 6 and outputs stop mode information that is preset by the access information to a decoder section 4. The decoder section 4 receives the stop mode information, from the stop mode generating section 5 and outputs a control signal to the input buffers 11-13 and directed to the output buffers 15-17 of the peripheral block sections 1, 3.
