PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has high durability and high sensitivity, having no accumulation of residual potential in repeated electrophotographic processes, which will not cause changes in the characteristics, depending on the user environment and which can maintain high image quality, and to provide a process cartridge and an electrophotographic device having the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor, having at least a photosensitive layer and a surface protective layer on a conductive support body has the following features. The photosensitive layer contains phthalocyanine, having gallium atoms in the center of the molecule as a charge-generating material. The photosensitive layer directly under the surface protective layer contains an alcohol-insoluble polymer as binder resin. The coating material used for the formation of the surface protective layer contains at least either of a conductive material or an alcohol-soluble charge transfer material and alcohol. The process cartridge and the electrophotographic device are quipped with the electrophotographic photoreceptor.
