PROBLEM TO BE SOLVED: To provide a binding device for paper sheets capable of easily adjusting the length of a band-like material and of processing various sizes of paper sheets and provide a paper sheet processing device provided with it. SOLUTION: This holding-binding device has first and second guide plates 42 and 43 for guiding the paper sheets collected on a collecting plate. The guide plates are moved in the directions approaching to and separating from each other by using the center axis of the collected paper leaves as a reference by an adjusting mechanism 60 and the distance between them is adjusted according to the width of the paper sheets. The adjusting mechanism is provided with a link mechanism 62 connected to first and second guide members and a driving part 64 for driving the link mechanism. A cutter for cutting the band- like material is installed movably by gearing with the first guide plate.
