PROBLEM TO BE SOLVED: To provide a phosphorus-containing epoxy resin having excellent flame-retardancy without containing halogen, and affording glass-epoxy laminated products such as a print circuit board having excellent mechanical properties, pot life or the like. SOLUTION: This phosphorus-containing epoxy resin is obtained by reacting a phosphorus compound expressed by the formula with an epoxy resin in a ratio of 0.45 mol or more to one mol of the epoxy group, this flame-retardant epoxy resin composition for halogen-free laminated substrate comprises the phosphorus-containing epoxy resin and a curing agent for epoxy resins as an indispensable components, a glass-based prepreg is impregnated with the above flame-retardant epoxy resin composition, and the laminated board, the copper- clad laminate and the print circuit board are fabricated using the above prepreg.
