PROBLEM TO BE SOLVED: To automatically change over from ATS to ATC. SOLUTION: This changeover control device is constituted of a track transponder for an ATC input being provided in a boundary between a route of an ATS signal protection control system and a route of an ATC signal protection control system on the route of the ATS signal protection control system, and a track transponder for ATS opening being spaced a prescribed distance from the a track transponder for ATC input and provided on the route of the ATS signal protection control system toward the route of the ATC signal protection control system, and a changeover means starting the driving of the ATC signal protection control system equipped on the train based on a prescribed signal obtained when a train passes through the a track transponder for ATC input and stopping the driving of the ATS protection control system equipped on the train based on a prescribed signal obtained when the train passes through the a track transponder for ATS opening.
