PURPOSE: A cosmetic composition containing a Portulaca oleracea L. extract as an effective component and having antiinflammatory effects and anti-irritating effects on the skin after use is provided, which shows excellent effects on cytoxicity, allergy induction, inflammation suppression, skin irritation or the like. CONSTITUTION: Portulaca oleracea L. is soaked in a hydrophilic solvent such as water, alcohol and polyol for 2 hr or more to 1 month or less, filtered with a mesh and added with activated carbon. The extract is filtered with a diatomaceous earth filter and then concentrated. The alcohol is methanol, ethanol, propanol and butanol. In a skin test, the extract shows a stimulation index of 0.05 or less.
