PROBLEM TO BE SOLVED: To improve cutoff performance by imparting a function, in which the mixing of a foreign substance such as sand gravel is prevented, to a cutoff device for the joint sections of shield machines mutually joining the shield machines conducting pipe jacking from the mutually opposed two directions and imparting a function, in which the foreign substance is removed when there is the foreign substance. SOLUTION: The front end section of the other penetration-side shield machine (2) can be penetrated to the front end section of one reception-side shield machine (1), a seal member (3) is interposed into an opening in the case of the penetration of the front end section of the shield machine (1) and the front end section of the shield machine (2), and a foreign-substance preventive means (5) preventing the mixing of the foreign substance is installed near the seal member.
