PROBLEM TO BE SOLVED: To provide a device and a method for mounting a substrate for a covering material, enabling the fitting of an external wall material by accommodating variations among irregularities on a concrete wall without using furring strips. SOLUTION: This device is provided with a supporting member 10 screwed to the end part of a separator 31 buried in the concrete wall 30 and a substrate panel mounting member 20 locked to the supporting member 10 in such a manner as to be freely displaced at a prescribed angle in the axial-center direction of the supporting member 10. The mounting member 20 is fixed along with a substrate panel 40 for the covering material to the supporting member 10 through the medium of a fixing member 45 in the prescribed position from the concrete wall 30.
